 opaque layer
I would like to put a blue layer over an image. Can someone help me with this?

Very simple - open the desire image, click on layers -> create new parent layer... and set the cutom color to blue.
Anothoer options is simply to draw a blue rectangle shape object and streach it all over the picture.
